Description
The mechanisms currently used to send commit emails from GitHub to the Commits list (https://lists.idrc.ocad.ca/mailman/listinfo/commits) will be deprecated in January 2019: https://developer.github.com/changes/2018-04-25-github-services-deprecation/
Before then we should find a replacement for it.

2019-01-28T14:49:56.082-0500 Per discussion (or lack thereof) on the fluid-work mailing list, it has been decided to retire the Commits mailing list, as GitHub has extensive email notification options for watching repos of interest.
